Towards a transformative and territorial leadership: The case of organic farming development in Occitanie
Abstract
The aim of this article is to characterize the modalities of transformative leadership in support of local public action. It posits that this transformation is based on both the democratic and the distributed dimensions of leadership, and that it is concretely manifested in the territory concerned. To operationalize the concept of Territorial Transformative Leadership (TTL), it draws on a case study of a French Region, Occitanie, which is leading the political project to transform production methods from conventional to organic farming (OF). Twenty semi-structured interviews were conducted in Occitanie. Our results show the analytical potential of the concept of TTL, which reveals (dis)equilibria between the two dimensions of TTL, and questions both the ecosystem of actors driving public action, and the interdependencies between ecosystem and territory.
